La planète vit au rythme de décisions lourdes de conséquences. Ce vendredi, un vent de crise politique a balayé le Pérou, tandis qu'en Éthiopie, une crise humanitaire silencieuse s'aggrave. Dans le même temps, la Nouvelle-Zélande et Singapour resserrent leurs liens et la justice internationale fait preuve de fermeté avec l'ancien président philippin Rodrigo Duterte.

Pérou : Le Congrès destitue la présidente Boluarte, une habitude qui persiste

C'est un coup de tonnerre dans un ciel déjà orageux. Le Congrès péruvien a voté, à l'unanimité, la destitution de la présidente Dina Boluarte. Le motif invoqué : son « incapacité morale » face à la dégradation catastrophique de la sécurité dans le pays. Une défaite cinglante pour la cheffe de l'État, qui n'a même pas daigné se présenter à la séance parlementaire historique, retransmise en direct sur YouTube.

La situation sécuritaire au Pérou, gangrénée par la criminalité, est devenue ingérable. Ce vote n'est que l'aboutissement d'une longue descente aux enfers : le ministre de l'Intérieur avait déjà été renvoyé en mars, et le président du Conseil des ministres avait jeté l'éponge en mai. Dina Boluarte entre dans l'histoire comme la troisième présidente destituée en cinq ans, un triste record qui souligne l'instabilité chronique qui mine la nation andine. Elle qui avait accédé au pouvoir après la chute de Pedro Castillo en décembre 2022, est à son tour emportée par la tempête.

Éthiopie : Le PAM sonne l'alerte rouge, les rations pour réfugiés drastiquement réduites

À des milliers de kilomètres de là, une autre crise, tout aussi dramatique, se joue dans l'indifférence relative. Le Programme alimentaire mondial (PAM) des Nations unies lance un cri d'alarme. Par manque criant de fonds, l'organisation a dû réduire en octobre les rations alimentaires pour 780 000 réfugiés en Éthiopie.

Le chiffre est glaçant : les rations passent de 60% à seulement 40% de l'apport nutritionnel standard. Concrètement, chaque personne devra survivre avec moins de 1 000 kilocalories par jour, une quantité insuffisante pour assurer sa survie. Le PAM, dos au mur, réclame 230 millions de dollars d'urgence. Sans une mobilisation rapide de la communauté internationale, c'est l'arrêt pur et simple de l'aide alimentaire pour tous les réfugiés du pays qui est envisagé, une perspective catastrophique.

Nouvelle-Zélande - Singapour : Un nouveau partenariat stratégique pour l'avenir

Dans un registre plus optimiste, la Nouvelle-Zélande et Singapour ont décidé de renforcer significativement leur alliance. Les Premiers ministres Christopher Luxon et Lawrence Wong ont annoncé à Auckland l'élévation de leurs relations au rang de « partenariat stratégique global ».

Cet accord ambitieux prévoit un élargissement de la coopération en matière de sécurité, incluant le maintien de la formation des militaires singapouriens en Nouvelle-Zélande et l'exploration de nouveaux domaines comme les technologies des drones. Une réunion annuelle des dirigeants sera instaurée pour piloter cette collaboration renforcée, marquant une nouvelle ère dans les relations entre les deux pays.

CPI : Pas de liberté pour Rodrigo Duterte, la justice internationale se montre intraitable

Enfin, à La Haye, la Cour Pénale Internationale (CPI) a fermé la porte à toute tentative de libération de l'ancien président philippin Rodrigo Duterte. La chambre préliminaire a rejeté la demande de libération temporaire de la défense, invoquant un « risque de fuite » jugé « réel ».

La Cour a estimé que l'ancien homme fort, bien que souffrant, disposait d'un réseau de soutien politique et familial assez puissant pour tenter de se soustraire à la justice. Arrêté le 11 mars sur mandat de la CPI pour crimes contre l'humanité, Duterte restera donc en détention en attendant son procès, un signal fort envoyé par la justice internationale.

The planet is reeling from heavy decisions with serious consequences. This Friday, a wave of political crisis swept through Peru, while in Ethiopia, a silent humanitarian crisis is worsening. Simultaneously, New Zealand and Singapore are strengthening their ties, and international justice is taking a firm stance with former Philippine president Rodrigo Duterte.

Peru: Congress Ousts President Boluarte, A Persistent Habit

In a stunning move, the Peruvian Congress voted unanimously to remove President Dina Boluarte from office. The reason cited was her "moral incapacity" in the face of the catastrophic deterioration of security in the country. A scathing defeat for the head of state, who did not even attend the historic parliamentary session, broadcast live on YouTube.

The security situation in Peru, plagued by crime, has become unmanageable. This vote is the culmination of a long descent into chaos: the Interior Minister was dismissed in March, and the Prime Minister resigned in May. Dina Boluarte becomes the third president impeached in five years, a sad record underscoring the chronic instability plaguing the Andean nation. She, who came to power after Pedro Castillo's fall in December 2022, is now herself swept away by the storm.

Ethiopia: WFP Sounds Red Alert, Drastic Ration Cuts for Refugees

Thousands of kilometers away, another, equally dramatic crisis is unfolding in relative indifference. The UN's World Food Programme (WFP) is sounding a dire alarm. Due to a critical lack of funds, the organization was forced to cut rations for 780,000 refugees in Ethiopia in October.

The figure is chilling: rations drop from 60% to just 40% of the standard nutritional intake. In concrete terms, each person will have to survive on less than 1,000 kilocalories per day, an insufficient amount to ensure survival. The WFP, with its back against the wall, is urgently requesting $230 million. Without rapid mobilization from the international community, a complete halt of food aid for all refugees in the country is being considered, a catastrophic prospect.

New Zealand - Singapore: A New Strategic Partnership for the Future

In a more optimistic vein, New Zealand and Singapore have decided to significantly strengthen their alliance. Prime Ministers Christopher Luxon and Lawrence Wong announced in Auckland the elevation of their relations to a "Comprehensive Strategic Partnership".

This ambitious agreement provides for an expansion of security cooperation, including the continuation of training for Singaporean military personnel in New Zealand and the exploration of new areas such as drone technology. An annual leaders' meeting will be established to steer this enhanced collaboration, marking a new era in relations between the two countries.

ICC: No Freedom for Rodrigo Duterte, International Justice Shows No Leniency

Finally, in The Hague, the International Criminal Court (ICC) has shut the door on any attempt to release former Philippine president Rodrigo Duterte. The Pre-Trial Chamber rejected the defense's request for interim release, citing a "risk of flight" deemed "real".

The Court found that the former strongman, although ailing, had a powerful network of political and family support that could attempt to help him evade justice.
